The Noah Garland family is shown in this photograph, which was shot in Barbourville, Kentucky, in November 1940. The FSA provided some financial support to the Garland family. Marion Walcott, a government photographer, was sent to snap some images of the family and their house. A new cellar was constructed with some of the funds, and running water was installed, among other things. Images such as this were utilized in a public service capacity to motivate others to take advantage of the resources that are available.
