A laborer for the Works Progress Administration (WPA) and his spouse are seated in front of their hut in Webbers Falls, Oklahoma, on the Arkansas River. The man claimed that although he was worse off now, a year ago, he had anticipated that he may be slightly better off when he started working for the WPA and had some income coming in. “I had to sell my cow and eat my chickens last year. I had a cow and some chickens.” I’m in worse shape every year.”
