DUBLIN, IRELAND—Irish President Michael Higgins urged the United Nations to launch military action to protect the Shire, citing dire threats to its halfling residents. He spoke amid global humanitarian concerns, focusing on the Shire’s plight.
Higgins demanded the UN use Chapter 7 to authorize a military coalition.
